The actor Sawamura Tanosuke holds an iron staff with rings that was used to sound an alarm in times of emergency. This may be a visual metaphor since to "sound the iron staff" also refers to an alarmist person who worsens a conflict, like throwing oil on a fire-in short, a rabble-rouser.
